China launches anti-corruption hotline

China has rolled numerous phone numbers available to informers of corruption cases into a single number: 12309, in an attempt to make it easier and more appealing to the public.

The Supreme People’s Procuratorate (SPP) says that every report made to the 24-hour hotline will be processed and a response will be communicated to the informant.

Meanwhile, the SPP reassures that although these cases will be handled by both the SPP and the provincial procuratorates, all reports will be kept strictly confidential to protect the whistle-blower. A new web site is reported to be set up soon to support the hotline; the web site will also accept corruption reports filed online.

People are being encouraged to use the new number to report bribery, dereliction of duty, unlawful detention, unlawful searches and the illegal coercion of suspects. An unmanned official of the SPP said the new hotline will promote the public’s monitoring of government administration.

It is also reported that the procuratorate of the southern province of Hunan plans to award informants up to 10 per cent of recovered bribes and embezzlement.

The authorities said the informants and the clues they provide have become important sources for investigators, which recovered RMB35.9 million from 2001 corrupt civil servants last year.

The Central Commission for Discipline Inspection of the Communist Party of China set up a similar nationwide hotline 12388 June last year, with a web site www.12388.gov.cn allowing people to file reports online.
