IT has provided the opportunities for governments to remodel the entire process of tax collection over the last decade. It is, however, a continuously evolving process and governments the world over need to constantly upgrade their tax systems to optimise their revenue workflows.
A recent SAP study confirmed that those organisations which adopt best practices in the areas of scope and adoption, process standardisation, technology and customer governance, do perform better, and do so as their best practice maturity increases.
The advent of social media has seen governments hopping onto the bandwagon in a bid to further engage citizens.

FutureGov magazine and the Dalian Municipal Government have signed a Memorandum of Understanding for the organisation of the first ever FutureGov Summit China, to be held on the 1-2 September 2010.
Under the partnership agreement, FutureGov magazine will bring the FutureGov Summit to China for the first time. The FutureGov Summit series is the longest-running gathering of senior officials in Asia, and focuses on the modernisation of public sector governance, efficiency and service delivery.
The Dalian Municipal Government, as co-organiser of the Summit, will officially endorse the event and will support organisational efforts through administrative, logistical and financial means. Dalian Municipal Government will also organise a special session during the Summit to showcase its experience in building a ‘service-oriented’ government.
The agreement was signed by James Smith, Managing Editor of FutureGov, and Liu Weichun, Director of Dalian Municipal Government Administrative Service Centre.
The Centre’s responsibilities include e-government, government transparency, the publishing of government information as well as citizen complaints handling. It is one of the first municipal governments in China to streamline all the processes related to citizen/business service; and its method of information publishing has been adopted by the State Council as a national standard.
“I was very impressed by the excellent content and organisation of the FutureGov Summit in Bali last year, and since I came back we have been working very hard to ensure the same high-level forum could be replicated into China,” said Liu. “We hope this conference will become a prime opportunity for municipal governments in Greater China to learn from advanced theories and practices from the outside world, and ia also a chance for us to showcase what we have achieved.”
The FutureGov Summit China is the publication’s latest move to bring its platform of international expertise sharing to benefit individual countries in Asia Pacific. Three sub-provincial city governments and one provincial government have been bidding for the right to host the first ever Summit in China. After careful consideration, FutureGov chose the Northeastern Chinese city of Dalian for its forward-thinking leadership, advanced high-tech and education industries, and its history of international cooperation.
“We are very excited to bring our winning formula to China, and about the high-level support we receive from the Dalian Municipal Government,” said FutureGov Managing Editor, James Smith. “On behalf of the FutureGov team, I pledge to work diligently to make the first ever FutureGov Summit China a resounding success.”
