M'sia govt to host infrastructures for digital transactions

The Malaysian Communication and Multimedia Commission (MCMC) will be hosting various intelligent ICT infrastructures under its Digital Lifestyle Malaysia (DLM) initiative to increase the usage of Internet-based transactions.

Yow Lock Sen, MCMC Head of Industry Research & Analysis told FutureGov Asia Pacific Magazine these infrastructures are EPC Global Information System (MyEPCIS), Digital Content Hosting Platform (MyDCHP), Shared Services Network (MySSN), Next Generation Authentication System (MyNGAS) and Secured Link to Government (SL2G).

Yow said MyEPCIS involves the use of EPC global GS-1 international standards for Supply Chain Linkages while MyDCHP will help disseminate content using available technologies like digital TV.

“We will then use the national infrastructure here which we can subsidize to basically provide servers and host a lot of local content all over the country especially for the rural people,” Yow said.

Meanwhile, MySSN will offer basic cloud computing style packages software for the small and medium enterprises.

Using the MyNGAS, the commission will link near few communications towards payments systems like e-wallets while the SL2G infrastructure will be set up to locate people using handsets for national security purposes.

“We are moving towards having all sort of things connected to the broadband network from end to end services –Radio Frequency Identification (RFID), wireless central network and digital districts—all linked towards a national ecosystem,” Yow said.

What we felt that was needed in order for the new applications and solutions to proliferate, is the economies of scale, he added.

Yow said the five infrastructures support six digital lifestyle ecosystems—transport, agriculture, districts, entertainment, learning and work.

These intelligent infrastructures and ecosystems depend on intelligent city concepts and ubiquitous lifestyle projects using the Internet of Things (IoT) concepts.
IoT is an ongoing movement, which aims to merge physical objects with the Internet, increasing communication, synergy and effectiveness between machines and their operators. Examples of successful IoT applications are RFID tagged objects, such as cargo containers that could track valuable items to prevent it from being smuggled or lost in transit.

DLM initiative, launched March, will run over the next five years with specific ecosystems in place to deliver the final objectives until 2020.

In 2010, the original Ubiquitous Malaysia and the Internet of Things plan has undergone public consultation and has evolved into DLM.

DLM aims to make Malaysia a high income nation by 2020 using broadband networks and ICT services and help achieve the target broadband penetration rate.

Yow said the commission will conduct training and workshop to promote the DLM initiative.

“We will also do some surveys to get the feedback of the public as to how they want the digital lifestyle Malaysia to proceed in their own phases,” he added.

The budget for the programme is RM60 million (US$ 1.10 million).

“We actually do not think that the money is a major obstacle; it is the human resources,” Yow said adding that MCMC build a digital lifestyle engagement centre, collaboration centre to solve the human resource issues.

The country’s broadband penetration rate currently stood at 57.1 per cent, surpassing the 50 per cent target set for last year.

Malaysia aimed to achieve 60 per cent broadband penetration rate by the end of this year.
