Singapore’s Ministry of Health Holdings (MOHH) has officially announced that the GP Clinic Electronic Medical Record and Operation System (“Project CLEO”) was awarded to SingTel.
MOHH issued a simple statement on its web site:
“As part of MOH and MOHH’s on-going strategy to encourage greater ICT adoption within the healthcare community, we are pleased to appoint SingTel as our partner to kick start the use of an Electronic Medical Record (EMR) cum Clinic Management System (CMS) in the GP community. This initial phase will run from the 4th quarter of this year to 2013. During this phase, community feedback will be gathered to improve the design and fine tune clinic processes, so as to support GPs towards the Government’s direction of integrated care in Singapore.”
CLEO will comprise of a CMS and a GP-oriented EMR, with the focus of ‘facilitating better quality and safer patient care in addition to optimizing clinic operations for better and more efficient patient service’. fifty clinics will be covered in the first phase.
The results of the tender was known to FutureGov in December 2010, when SingTel started recruiting project managers to ‘work closely’ with MOHH.
An industry representative who was invited to participate in the tender told FutureGov last year that the Request for Proposal for CLEO project was “the best tender document I have ever seen”.
The industry veteran who has been involved in e-health for more than 20 years decided not to participate because the careful planning in the tender document made the project “hardly lucrative” for the industry partner.
