Timor Leste launches e-procurement Portal

The government of Timor Leste has launched on Friday a procurement portal in a bid to improve expenditure management and increase accountability and transparency in government procurement.

The new e-procurement portal enables web users to interactively access and review open government tenders, awards and procurement procedures, changes and instructions.

Citizens and vendors can download legal bidding documents and tenders through the portal ensuring equal opportunity and improving value for money.

The portal is accessible to members of the public, NGO’s, businesses and development partners.

The government has partnered with FreeBalance, a software solutions provider for public financial management, to implement the e-procurement system.

The portal integrates with back-office automated procurement and commitment management functionality from the FreeBalance Accountability Suite.

Manuel Pietra, President & CEO of FreeBalance said the e-Procurement Portal improves transparency of the procurement process by publishing the procurement selection criteria and creating an accurate audit trail.

“Confidence levels from citizens, NGOs, and donor confidence levels in the government will improve when everyone can see who is buying, what was purchased, who was awarded the contract, and what price the government paid,” she said.

The e-Procurement Portal was officially announced at the Industries Transparency Initiative regional conference by Prime Minister Kay Rala Xanana Gusmão with the Minister of Finance, Emilia Pires (pictured).

The announcement follows the recently launched Transparency Portal by Ministry of Finance.

Pires told FutureGov Asia Pacific early this year that the transparency portal is part of government’s drive to increase transparency and accountability in public finances.

“The initiative came from the Ministry of Finance, for us to have a better mechanism to educate our civil society on public financial management,” she said.

She adds that prior to the launch of the website, the Timor Leste government had no way to inform its constituents on how public funds are being spent.

“But now, with the portal, there’s a real-time database, so the information is immediately available,” said the Minister.
