Taiwan appoints new govt health CIO

Min-Huei Hsu, a neurosurgeon who was previously Vice President for Information Technology of the 746 bed Taipei Wanfang Hospital, has been appointed as the new Director, Information Management Centre at Taiwan’s Department of Health (DoH).

He succeeds Charng-er Shyu (Ms) who retired in early March. Prior to this appointment, Hsu was also the IT Director of Taipei Medical University (TMU), to which Wanfang Hospital is affiliated. In addition, Hsu headed Wanfang Hospital’s Neurosurgery between August 2009 and July 2010.

In an interview with FutureGov last year, Hsu expressed his attitude towards new technologies: “If we have a clear idea of the demand and plan our initiatives about new technology based on demand, we will be more successful.”

Hsu has a master’s degree and a doctorate in medical informatics, obtained from Taipei Medical University’s Graduate Institute of Biomedical Informatics in 2000 and 2010 respecitvely. He specialises in medical information management, quality of medicine & patient safely, neurosurgery and remote care.

Department of Health has been under pressure recently. The passing of amendments to the National Health Insurance Act (http://www.futuregov.asia/articles/2011/jan/05/taiwan-reform-health-insurance-scheme/) three months ago, amid controversy, led to the resignation of Department of Health Minister Yang Chih-liang in February, despite attempts by President Ma Ying-Jeou to keep him to oversee the implementation of the amendments. Yaung was succeeded by Wen-Ta Chiu, who had been the Principal of TMU prior to his government appointment.
