Hong Kong’s Social Welfare Department (SWD) will redevelop its computer welfare system in 2012–2013 due to a delivery system fault that gave inaccurate information.
The agency noticed in August 2011 that the Long Term Care Services Delivery System caused delays in its welfare service delivery—an estimated six-month delay for an elderly person applying for elderly residential care service—because of an accuracy risk in terms of waiting time information for cases.
“Contingency measures have been implemented to ensure cases are properly dealt with,” said a release on the Hong Kong government news web site.
Investigations revealed the problem originated from a system enhancement project in 2006.
The department has asked the contractor responsible for system maintenance and support services to conduct a comprehensive inspection of the computer system and implement improvement measures. Right now, a feasibility study is underway and system redevelopment will commence in 2012-13.
The Social Welfare Department is also monitoring data of all applicants regularly to prevent a recurrence of the incident.
