Philippine province goes paperless
The province of Leyte in the central part of The Philippines is now using a paperless system that helps government officials improve operations for public accountability and transparency.
The system, called Sanggunian (council) Information System (SIS) is a legislative tracking and performance monitoring scheme that makes the meeting agenda, ordinances and resolutions accessible through laptops.
Vice Governor Mimyet Bagulaya said the system allows the local government units to send PDF copies of their ordinances for provincial government’s approval.
“The ordinances and resolutions could be immediately accessed instead of reproducing hard copies for provincial government members,” she added.
The SIS allows a comprehensive recording of all ordinances, resolutions and calendar of business of the province. It has the capability to classify the ordinances enacted and resolutions passed by category.
The system also contains information on the performance of the various committees and of the individual members of the council. It can also tract or record the attendance of all officials.
The project, which is established through the help of the Department of the Interior and Local Government, is expected to cut ink, paper and photocopying expenses by approximately 70 per cent.
