The Philippines launches Poverty Reduction System

The Northern Mindanao Regional Office of the Department of Social Welfare and Development (DSWD) recently launched an information management system to ensure that government resources are appropriately delivered to the right targets.

The National Household Targeting System for Poverty Reduction (NHTS-PR), the identification system for qualified beneficiaries, has been created as a result of the assessment of households undertaken for the identification of the qualified beneficiaries for a certain social protection programme.

According to Aldersey Dela Cruz, Assistant Regional Director of DSWD Northern Mindanao Regional Office, “Based on the NHTS-PR, there are 338,749 poor households in region 10, sharing 6.44 per cent of the identified poor households in the country. It has identified beneficiaries of the Pantawid Pamilya programme, social pension for indigent’s senior citizens, and PhilHealth’s social indigent sponsorship programme.”

“The database has been created so that national government agencies, local government units (LGUs), civil society organizations, and other partners in the private and government sector will be guided as to who and where the poor are, thus, will have no difficulty in identifying beneficiaries for their social protection programmes.”

With the system in place and shared among partners and co-agencies, DSWD and other involved parties will no longer spend too much for household assessment and government resources will no longer be wasted.
